Who does the Overline serve?

Anyone within a walk of the six Phase 1 stations, and anyone connecting from MARTA at DeKalb Avenue.

That is a smaller answer than we would like to give. A 2.9 mile segment serves the people who happen to live and work along 2.9 miles. It is a useful thing on its own, but it is not a network.

A closed loop is a different proposition. Twenty-two miles of continuous, low-cost, all-day service, meeting MARTA in more than one place, is worth considerably more than seven segments of it added together. That is the ordinary arithmetic of transit networks, and it is why we keep saying that Phase 1 is a phase.
